How to disable video auto-play in Instagram for iPhone

If you haven't already heard, Instagram was recently updated to include support for video uploads. Just like Vine, Instagram can auto-play those videos as soon as you scroll past them. For many of us, this feature may be more annoying than it is useful. As it happens, there's a way to disable it.

Here's how:

  1. Launch the Instagram app from the Home screen of your iPhone.
  2. In the bottom navigation, tab on the Profile tab which is the furthest to the right.
  3. On your profile screen, tap on the Settings gear in the upper right hand corner.
  4. Scroll down a ways and they'll see an option for Auto-Play videos. Tap to turn the slider to the Off position.

That's it. Instagram will now not play videos automatically as you scroll past them unless you actually tap on them to play them.

Award-winning journalist Michael Hastings dies

LOS ANGELES (AP) ? Award-winning journalist and war correspondent Michael Hastings, whose unflinching reporting ended the career of a top American army general, died early Tuesday in a car accident in Los Angeles, his employer and family said.

Hastings, who was 33, was described by many of his colleagues as an unfailingly bright and hard-charging reporter who wrote stories that mattered. Most recently, he wrote about politics for the news website BuzzFeed, where the top editor said colleagues were devastated by the loss.

"Michael was a great, fearless journalist with an incredible instinct for the story, and a gift for finding ways to make his readers care about anything he covered from wars to politicians," said Ben Smith, BuzzFeed's editor-in-chief.

Smith said he learned of the death from a family member.

Authorities said there was a car crash early Tuesday in the Hancock Park neighborhood of Los Angeles that killed a man, but coroner's officials could not confirm whether Hastings was the victim.

Hastings won a 2010 George Polk Award for magazine reporting for his Rolling Stone cover story "The Runaway General."

His story was credited with ending Gen. Stanley McChrystal's career after it revealed the military's candid criticisms of the Obama administration.

Hastings quoted McChrystal and his aides mocking Obama administration officials, including Vice President Joe Biden, over their war policies.

At a Pentagon ceremony for his subsequent retirement in 2010, McChrystal made light of the episode in his farewell address. The four-star general warned his comrades in arms, "I have stories on all of you, photos of many, and I know a Rolling Stone reporter."

When he died, Hastings was a contributing editor at Rolling Stone, where Managing Editor Will Dana was quoted Tuesday saying Hastings exuded "a certain kind of electricity" that exists in great reporters whose stories burn to be told.

"I'm sad that I'll never get to publish all the great stories that he was going to write, and sad that he won't be stopping by my office for any more short visits which would stretch for two or three completely engrossing hours," Dana said.

Hastings was also an author of books about the wars. "The Operators: The Wild and Terrifying Inside Story of America's War in Afghanistan" was published late last year and details shocking exploits of the military overseas.

In 2010, with the publication of "I Lost My Love in Baghdad," Hastings told the story of being a young war correspondent whose girlfriend died in Iraq.

In the summer 2013 issue of Vermont Life magazine, Hastings was quoted telling an audience at the Burlington Book Festival that he doesn't believe in objectivity in journalism.

"What I try to do is be intellectually honest in my writing," he said.

Hastings' family moved to Vermont when he was 16, a state he told the magazine was his "spiritual home." According to the magazine, he lived in New York with his wife.

East Village Car Crash Injures Eight People, Some Seriously

NEW YORK ? A car rocketing down an avenue in Manhattan's dense East Village swerved out of control, plowed down a sidewalk and smashed through a storefront flower stand Wednesday morning, injuring eight people, witnesses and officials said.

At least one person was critically hurt in the crash, which happened at around 7 a.m., police said.

A New Yorker who saw the wreck unfold said he saw two vehicles racing down Second Avenue at a frightening speed.

"They were swerving around cars. When the white car swerved right, it lost control," said Dr. Alvaro Alban.

The vehicle smashed through everything on the sidewalk. A fire hydrant landed down the block. A large tree and a street sign were down. A person on a bicycle was struck, along with three workers at a 24-hour grocery.

"Everything that was in the way, he took it out," said bystander Rafael Fuentes.

The car crashed through the market's flower stand, overturning an outdoor refrigerator case.

Another witness, Najava Stone, said people were hurt by flying debris. He said the car spun before landing in a crosswalk.

Flowers were strewn on the sidewalk and on the crumpled hood of the car. Its front end was obliterated.

Police were investigating whether the driver was impaired.

The other car never stopped, Alban said.

As fires rage, feds cut funding on prevention

COLORADO SPRINGS, Colo. (AP) ? As the West battles one catastrophic wildfire after another, the federal government is spending less and less on its main program for preventing blazes in the first place.

A combination of government austerity and the ballooning cost of battling the ruinous fires has taken a bite out of federal efforts to remove the dead trees and flammable underbrush that clog Western forests. The U.S. Forest Service says that next year it expects to treat nearly 1 million fewer acres than it did last year.

In real, inflation-adjusted dollars, the government is spending less on the Hazardous Fuels Reduction Program, run jointly by the Forest Service and the Interior Department, than it did in 2002. And President Barack Obama has proposed a 31 percent cut for the fiscal year that begins in the fall.

"Because the fires have gotten bigger and bigger, we've spent more of our money on suppression and less on fuel removal," Sen. Mark Udall, D-Colo., said in an interview. "We've gotten behind the eight-ball on this."

Federal firefighting officials say there is no question the program prevents some fires and makes others less dangerous to homeowners and firefighters alike. But they say they are caught in a bind.

"It's a wicked public policy question," said Tom Harbour, the Forest Service's director of fire and aviation management. "We've got to make trade-offs. We're living in a time of constrained budgets."

Wildfires have grown in intensity and cost across the nation because of a combination of high temperatures, drought, an infestation of pine-killing beetles, and the rising number of people living close to nature. Since the 1990s, 15 million to 17 million new homes have been built in dangerous fire zones, according to a government report.

The Forest Service says it must clear flammable materials from at least 65 million acres to tamp down the danger. The federal government is the primary landlord in the western United States, with responsibility for maintaining much of the open lands that burn during fire season.

Eight of the nine worst fire seasons on record in the U.S., as measured in acres burned, have occurred since 2000, according to the National Interagency Fire Center in Boise, Idaho.

Last year, 9.3 million acres burned, with 51 separate fires of more than 40,000 acres each. Colorado suffered its most destructive season in history as a blaze on the edge of Colorado Springs destroyed 347 homes. That record stood for less than a year: Last week, a wildfire just outside Colorado Springs devastated at least 502 homes and killed two people.

Arizona, California, Florida, Georgia New Mexico, Texas and Utah also have seen fires in the past six years that set records for size or destructiveness.

Meanwhile, the Hazardous Fuels Reduction Program has seen funding go from $421 million in 2002 to $500 million last year. When those numbers are adjusted for inflation, it is actually a slight decrease. This year's automatic budget cuts have reduced the funding even further to $419 million. The Obama administration is proposing to slash the total to $292 million next year.

That's frustrated Western lawmakers, who pushed to include an extra $200 million to clear downed trees and other potential fire fuels in the version of the farm bill that passed the Senate earlier this year. But it's unclear whether the provision will clear the House.

Forest Service Chief Tom Tidwell told the U.S. Senate Energy and Natural Resources Committee earlier this month that putting out fires is consuming an increasing share of his agency's budget.

In 1991, fighting fires accounted for 13 percent of the Forest Service budget; last year it was 40 percent, Tidwell said. The number of staffers dedicated to firefighting has gone up 110 percent since 1998, while the rest of the staff has shrunk by 35 percent, he said. The agency's overall budget, in inflation-adjusted dollars, is 10 percent lower than in 2001.

At the hearing, Sen. Ron Wyden, D-Ore., blamed the Obama administration's budget office for not believing in the value of fire prevention.

"This waltz has gone on long enough," Wyden said.

The government has other programs that lower fire danger, including letting ranchers graze their livestock on grassland and routine forest maintenance. But even those have become victims of the growing cost of fighting fires.

During last year's tough fire season, the Forest Service overspent its firefighting budget by $440 million. To close the gap, it borrowed from other accounts, including $40 million in brush clearance funds, according to Forest Service documents.

Congress eventually replenished those funds, but by then it was long after the work should have been completed, said Christopher Topik of the Nature Conservancy. He noted that a 2004 congressional report found that borrowing money disrupted critical fire prevention programs.

Last year, the Forest Service treated or restored 4.4 million acres, officials said. Next year that is projected to drop to 3.5 million. Harbour said the agency is focusing on heavily populated areas, which are more expensive to treat.

A study for the Interior Department found it is more cost-effective to try to prevent fires than to just extinguish them once they erupt.

In a 2010 blaze in Arizona, for example, researchers found that the fire cost about $135 million. They calculated that every dollar spent on basic prevention, such as trimming dead branches and carting out downed trees, could have saved $10 in firefighting costs.

One of the study's co-authors, Diane Vosick of Northern Arizona University's Ecological Restoration Institute, likened the removal of old and easily ignitable trees ? whether by prescribed burns or mechanical harvesting ? to vaccinating people against a deadly disease.

"We know what to do and the investment up front is much easier than the aftermath, which the poor people of Colorado are dealing with right now," Vosick said.

Chinese supercomputer named as world's fastest

BEIJING (AP) ? A Chinese university has built the world's fastest supercomputer, almost doubling the speed of the U.S. machine that previously claimed the top spot and underlining China's rise as a science and technology powerhouse.

The semiannual TOP500 listing of the world's fastest supercomputers released Monday says the Tianhe-2 developed by the National University of Defense Technology in central China's Changsha city is capable of sustained computing of 33.86 petaflops per second. That's the equivalent of 33,860 trillion calculations per second.

The Tianhe-2, which means Milky Way-2, knocks the U.S. Energy Department's Titan machine off the No. 1 spot. It achieved 17.59 petaflops per second.

Supercomputers are used for complex work such as modeling weather systems, simulating nuclear explosions and designing jetliners.

It's the second time a Chinese computer has been named the world's fastest. In November 2010, the Tianhe-2's predecessor, Tianhe-1A, had that honor before Japan's K computer overtook it a few months later on the TOP500 list, a ranking curated by three computer scientists at universities in the U.S. and Germany.

The Tianhe-2 shows how China is leveraging rapid economic growth and sharp increases in research spending to join the United States, Europe and Japan in the global technology elite.

"Most of the features of the system were developed in China, and they are only using Intel for the main compute part," TOP500 editor Jack Dongarra, who toured the Tianhe-2 facility in May, said in a news release. "That is, the interconnect, operating system, front-end processors and software are mainly Chinese."

Commerzbank to cut 5,200 jobs

FRANKFURT: Germany's second-largest lender Commerzbank said on Wednesday it will cut 5,200 jobs, about 12 percent of its 45,000 full-time staff, adding to job-shedding by banks across Europe.

Banks including Lloyds, state-owned Dutch bank ABN AMRO and HSBC have been cutting jobs this year as tougher regulation after the global financial crisis and weak investment returns squeeze profit margins.

Commerzbank, 17 percent state-owned since a bailout during the crisis, posted a net loss of 94 million euros ($126 million) in the first three months of this year and booked a 493 million euro restructuring charge linked to 4,000-6,000 job losses.

Around 3,900 jobs will be eliminated at the core bank in Germany, including 1,800 cuts at the retail bank. These are part of a 2 billion euro overhaul announced in November, which includes a revamp of retail business in Germany.

The German operations employ about 41,000 staff. Because around 1,000 jobs will be created at Commerzbank's Mittelstandsbank unit that works with medium-sized companies, net job losses will be reduced. Commerzbank will be able to cut headcount without forced redundancies, supervisory board member Mark Roach said.

The cuts do not include staff reductions at Hypothekenbank Frankfurt, a unit formerly known as Eurohypo.

Boeing's new Dreamliner steps up big jet battle

PARIS (Reuters) - Boeing launched a larger version of its flagship Dreamliner aircraft at the Paris Airshow on Tuesday, sharpening the battle with rival Airbus in the booming market for fuel-efficient, long-distance jets.

The much-anticipated announcement of the 787-10 Dreamliner, with 102 firm orders worth nearly $30 billion at list prices, is a vote of support for the lightweight, carbon-composite jet just months after the first version was grounded by battery problems.

It came shortly after Airbus clinched an $11.5 billion order from British budget airline easyJet for 135 of its A320neos on day two of the aerospace industry's showcase event.

Boeing and Airbus slug it out for the lion's share of the $100 billion-a-year global jet market.

In the past couple of years, the battle has centered on the market for popular smaller models. But the focus has shifted in recent months to the next generation of larger planes, with Airbus successfully completing a test flight of its answer to the Dreamliner - the A350 - on the eve of the Paris show.

"We promised a strong launch and we have achieved it," Boeing Chief Executive Jim McNerney said at a signing ceremony on Tuesday.

The buyers of the new 787-10 are Air Lease Corp and Singapore Airlines with 30 planes each, United Airlines with 20, British Airways with 12, and GE Capital Services with 10.

The third variant of the Dreamliner family will have a range of 7,000 nautical miles, with seating for up to 330 passengers. It will be 25 percent more efficient to operate than current comparable planes, Boeing Commercial Airplanes Chief Executive Ray Conner said.

The 787-8, introduced in late 2011, was grounded worldwide in January after its lithium-ion batteries overheated on two jets in about a week. It resumed commercial service in May after Boeing installed a redesigned battery system on the 50 jets in service.

"POWERFUL" PLANE

The plane "will be one of the most powerful wide-body aircraft for decades ahead", Air Lease chief executive Steven Udvar-Hazy said at the ceremony. "We believe it will be very profitable for us."

In a moment of levity, Conner introduced Chief Executive McNerney to speak before the ceremonial contracts had been signed and then said: "I think we forgot to do the contract."

"I forgot to bring my checkbook," Udvar-Hazy quipped. "I'll give you an IOU."

Boeing said it was already designing the new jet and that it expected to begin final assembly in 2017, with the first delivery scheduled for 2018.

United said it expected to receive its first 787-10 in 2018, while Udvar-Hazy said Air Lease would take first delivery in the spring of 2019. United's order includes 10 new planes and 10 conversions from the earlier 787-9 model, due for first flight later this year. GECAS' order was announced on Monday.

Air Lease also ordered an additional three 787-9s for a total of 33 new aircraft. It already had 12 787-9s on order.

Airbus's A320neo order from easyJet included 35 current generation planes and 100 next-generation versions, with options for a further 100 aircraft.

The order followed a bitter competition with Boeing, which had been keen to win back one of the world's largest budget airlines a decade after losing to Airbus in a fight-out that became sucked into the world's largest trade dispute over aircraft aid.

It's not easy playing sidekick to "The Lone Ranger," as Johnny Depp discovered while filming a scene as Tonto for the upcoming Disney movie.

A video showing behind-the-scenes action from the film shows Depp and Armie Hammer, who plays the Lone Ranger, riding their horses, Silver and Scout, at a fast clip. Depp starts to slide out of the saddle and eventually tumbles completely off his horse, and is briefly run over by its hooves. A medic is called, and Depp displays what appear to be hoofprints on his tanned chest, though he's standing up and appears fine.

"The positive thing is, my coccyx (tailbone) didn?t take it," Depp jokes.

"This is a massive undertaking, it's really dangerous," director Gore Verbinski says of the film.

The movie has other frightening scenes, the video reveals. In one, Hammer stands atop a tall platform as a production helicopter swoops dangerously close, leading the actor to fear that he was about to be blown off.

"The audience is so sophisticated now (that) they can tell when it's CG (computer generated), they can tell when you're faking it," said producer Jerry Bruckheimer.

"It was the hardest movie I've ever made," Verbinski says of "The Lone Ranger." "But that's good because it feels like we're creating something completely new and exciting."

"The Lone Ranger" opens July 3.

Boeing nets orders for 102 stretch 787s

LE BOURGET, France (AP) ? Boeing Co. won major orders from five customers for a stretched-out version of its popular 787 Dreamliner jet at the Paris Air Show Tuesday, further evidence of a strengthening market for more expensive long-haul jets.

Boeing announced the formal launch of its 787-10 program at the Paris Air Show on Tuesday and says it already has commitments for 102 jets from five customers: Air Lease Corp., Singapore Airlines, United Airlines, International Airlines Group and GE Capital Aviation Services. The new 787-10 lists at $290 million, making the deal worth nearly $30 billion at full price, although customers often negotiate deep discounts.

United remains the only U.S.-based airline to fly the 787, which is steadily winning customers after being beset with problems concerning lithium-ion battery on two Japanese carriers. The plane, like its newest rival the Airbus A350, uses lightweight materials and new engine technology to cut down on fuel consumption at a time of rapidly increasing jet fuel prices. Boeing has said passengers will notice bigger windows and an adjustment in cabin pressure which means they will not suffer from jet lag as badly as on other aircraft.

The original 787 can seat between 210 and 250 passengers. Boeing has started building a longer version, the 787-9, that would hold between 250 and 290 passengers, while the 787-10 would seat between 300 and 330.

The air show is a platform for the race for sales between Boeing and its European rival Airbus, which is hoping that the event spark interest in its A350, its long-haul wide-body rival to the 787. The first A350s are expected to be delivered in mid-2014, after the aircraft receives regulatory approval.

Whitey Bulger trial: Star witness tells of bungled murders

The trial of crime-boss James ?Whitey? Bulger took a dive Monday into sordid stories of mob-related murder, mistrust, and deadly mistakes.

John Martorano, a former member of Mr. Bulger?s Boston gang, described Bulger as a co-conspirator behind a string of murders in which Mr. Martorano pulled a trigger. Often Bulger served as a car driver, he said.

The motive was sometimes retribution against rival criminals. But sometimes, Martorano told a federal jury, it was simply the fear that someone who knew too much would end up testifying against them.

And sometimes victims were gunned down in a tragedy of errors, Martorano said, as the accomplices set hit squads in motion against people who, they later found out, were not the intended targets.

?Wrong guy,? Martorano said at one point, describing a man who died in a ?broadside? of machine gun fire.

Martorano is one of the key witnesses in the high-profile case, a man who claims firsthand knowledge of Bulger?s actions, saying Bulger was involved in numerous murders. Bulger spent years on the FBI?s ?Most Wanted? list.

But defense lawyers are preparing to argue that Martorano?s testimony isn?t credible. They say that when Martorano was arrested back in 1995, he saw an opportunity to lighten his own sentence dramatically by agreeing to testify against Bulger and others.

At that time, Bulger had disappeared (fleeing Boston after a federal indictment).

Martorano admitted to 10 murders and other crimes, but served just a dozen years in prison.

On Monday, Martorano described his shock when a judge disclosed in 1997 that Bulger and another former crime partner had served for years as informants to the FBI. It ?sort of broke my heart,? Martorano said.

Martorano ended up serving as a key witness against John Connolly, Bulger?s handler at the FBI. Connolly was convicted of turning into an accomplice of Bulger, helping to arrange a murder that Martorano carried out.

Now it?s Bulger?s turn for trial. He is charged under federal racketeering law with various crimes including extortion and 19 murders.

Martorano?s testimony Monday covered several of those murders. Most stunning perhaps, was the hunt in 1973 for Al Notarangeli, a gambling bookmaker who had gotten on the wrong side of the Mafia. Bulger?s group agreed to work with the Italian-American mob on to carry out the job, but ended up killing the wrong people several times, Martorano said.

?Don't make a mistake again,? Martorano recalls telling a colleague whose job was to identify Mr. Notarangeli in a restaurant. Bulger was present for the string of killings that ended, finally, with Notarangeli?s body left in the trunk of a stolen car, Martorano said.

The courtroom testimony also touched on how Bulger?s relationship with FBI Agent Connolly began.

Martorano said that Connolly, who had grown up near the Bulger family, felt indebted to state Sen. William Bulger (Whitey?s brother) after getting a job at the FBI.

The state senator, Martorano said, told Connolly to help keep his brother ?out of trouble.? Martorano said he believed the resulting relationship was about providing payoffs to Connolly in return for information that would help the gang avoid indictment or arrest.

(AP) ? A group of 51 beauty queens from every U.S. state and the District of Columbia are preparing to smile and strut their way toward the 62nd Miss USA title.

Reigning queen Nana Meriwether will relinquish her crown and the posh New York apartment that comes with it and usher in her successor during the competition Sunday evening at the Planet Hollywood hotel-casino on the Las Vegas Strip.

Most of the competitors will be quickly sent home.

Contestants will be whittled to 15 after the event's opening fashion show with judging decisions based on competitions and interviews done during the week before the telecast. The remaining contestants will vie for the crown in three arenas: swimsuit, evening gown and interview question.

Contestants cannot have been married or have children, and they must be younger than 27.

Unlike the rival Miss America pageant, Miss USA does not ask its queens to perform a talent or choose a charity mission.

The judge's panel includes over-the-top fashion designer Betsey Johnson, "Biggest Loser" star Bob Harper and "Wait Wait ... Don't Tell Me" personality Mo Rocca.

The pageant airs live on NBC, hosted by Nick Jonas of the Jonas Brothers pop act and Giuliana Rancic, co-anchor of "E! News" and featuring performances by the Jonas Brothers and DJ Pauly D. The network co-owns the parent Miss Universe Organization with Donald Trump.

The winner will represent the United States at the Miss Universe pageant in the winter.

Last year's Miss USA, Olivia Culpo, won that international crown, becoming the first Miss USA to ascend to Miss Universe in 16 years.

The night's winner also becomes a spokeswoman for breast and ovarian cancer awareness and other causes, while traveling to promote the organization.

The Miss USA hopefuls have been staying at the Planet Hollywood casino for the past week, but the flashing slot machines and ubiquitous oversized novelty drinks have been little more than a background to a stuffed schedule of product tie-in media events, including hairdo contests and paddleboat competitions.

The animal rights organization People For The Ethical Treatment Of Animals is using the pageant to stage a protest of fur and the tradition of awarding furs to winners of some state pageants.

PETA has made a provocative ad featuring four nude former Miss USA winners. The tagline is: "Feel Beautiful in Your Own Skin, and Let Animals Keep Theirs."

Competition in the Canadian cellphone space is on shaky ground when Wind Mobile faces an uncertain future. If The Globe and Mail's sources are accurate, however, Wind may get a lifeline from an unexpected source: Verizon. The US carrier has reportedly held "exploratory" talks for a possible takeover of Wind that would help the Canadian firm bid in the upcoming 700MHz auction, improving its chances against local giants Bell, Rogers and Telus. Mobilicity is also a potential acquisition target following Telus' failed buyout, according to the tipsters. None of the involved parties are commenting at this stage, although Verizon couldn't just walk into the Canadian market. The provider would have to deal with foreign ownership rules as well as the investment limits of its Vodafone partnership -- and neither obstacle is likely to disappear overnight.

German spy agency plans to boost Internet monitoring: Spiegel

BERLIN (Reuters) - Germany's foreign intelligence agency (BND) plans to spend 100 million euros expanding its monitoring of the Internet, the weekly Der Spiegel reported on Sunday, saying the money would go on staff and technology.

The report came two days before U.S. President Barack Obama was due to visit Berlin, where he was likely to face tough questions about U.S. spying methods.

Many Germans from the former communist east still recall the blanket surveillance carried out by the Stasi secret police, and when news of Washington's covert electronic spying program PRISM broke last week, it caused outrage.

The BND was unavailable for comment.

Some German politicians criticized the plan, with Justice Minister Sabine Leutheusser-Schnarrenberger saying the answer to citizens' concerns about U.S. spying could not be "Let the Germans do it instead".

What shall we be wearing this summer when the G8 comes to town? When the UK last hosted the summit in 2005, we wore white. Everywhere I looked, I saw people wearing white. Those rubber wristbands declared our commitment to ?make poverty history?. Since then, we?ve experienced a double dip recession, mounting redundancies and rising youth unemployment, bringing us closer to the degrading and painful effects of poverty.

For the 2013 G8 summit, the major UK NGOs have launched the IF campaign to end hunger. Perhaps post-recession, policy makers shall have greater empathy and understanding of the compounded problems faced by developing countries. As for migrants and diasporas, the awful stench of poverty and deprivation continues to occupy their senses as they manage their new lives. They strive daily to enrich families and communities in poor countries across the world. This is done without fuss or fanfare, by cleaners and clinicians, builders and bankers alike, making them the hidden heroes of international development.

The nexus between migration and development began to gain formal recognition in 2006, when the UN convened a High Level Dialogue on Migration and International Development (UNHLDMID), with a Global Forum for Migration and Development (GFMD) having taken place annually since 2007. As the G8 complete their meeting at Fermanagh on 18 June, the formal sessions of the second UNHLDMID starts in New York, culminating at the UN General Assembly on 3 ? 4 October.

One of the most substantial contributions the diaspora is the money they send to their countries of heritage. In 2012, remittance flows to developing countries was $400bn, of which $30bn went to Sub-Saharan Africa. Total remittances to Africa are estimated to be over $60bn annually.

In the UK, private international donations are estimated at ?1bn, compared to formal remittances estimated at ?2.5bn. According to the Organisation for Economic Cooperation and Development (OECD), in 2011 Official Development Assistance (ODA) to developing countries was $136bn, with $50bn going to Africa. In the same year, Foreign Direct Investments (FDI) to developing countries was $336bn, with Africa receiving $21bn. Private international donations from the UK are ?1bn, compared to formal remittances estimated at ?2.5bn.

In May, the Global Forum on Remittances (GFR) convened in Bangkok. Remarkably, there is still resistance from policymakers to provide remittances with the fiscal and regulatory advantages accorded to FDI, ODA or charitable donations. In 2006, I ?proposed a remittance tax relief and matching scheme to the UN ? RemitAid?? comparable to the UK?s Gift Aid. The Finance Ministers of the world?s poorest countries adopted a resolution on RemitAid, however the global economic crisis of 2008 prevented OECD governments from adopting the appropriate tax relief policies.

Remittances as sustainable international development finance

Remittances are particularly important for sustainable development because the process is based on a continuous mode of self-help. In many poor countries, the volume of remittances is several times that of ODA and FDI, accounting for 10-15 per cent of the national income of many medium-sized developing nations.

The World Bank describes remittances as anti-cyclical, reflecting the fact that inflows are on a steady and growing pattern, with the tendency to increase further in times of both natural and man-made crises. Remittance inflows in poor countries are not countered by outflows in the form of interest, debt, dividend and expatriate payments.

Funds circulate more times in the recipient economy and are made directly to the households of ordinary citizens, thus improving the multiplier effect and increasing financial and civil empowerment. ?Studies have confirmed that remittances contribute to the relief of poverty and amelioration of human welfare in poor countries because the inflows are spent on food, shelter, education, health services, community projects and other activities in line with Millennium Development Goals (MDGs). In February Cass Business School published a report stating that households ?remitting? money overseas are more likely to make donations to ?per centdomestic UK charities: 42 per cent amongst remitters compared with 29 per cent of households in the general population.

Community tax relief similar to Gift Aid for Remittances

Like any other method of investment, remittances need the attention of progressive public policies. RemitAid?is a scheme which mitigates the current imperfections and optimises the developmental benefits of remittances. However, unlike other tax incentives such as Venture Capital Trust, Enterprise Investment Scheme and even Gift Aid, RemitAid would be a fully-fledged ?community tax relief?, whereby the full tax rebate or match funding is collected and pooled together in a common fund ? instead of it being paid directly to individual remitters.

This pooling of rebates or match funds eliminates motive, means and opportunity for abuse and creates resources substantial enough to fund effective and innovative development activities missed out by remittances, ODA and FDI. RemitAid will work in a simple way, helping to make development more effective and sustainable, fit for the demands of the 21st century.

    Boeing Co is poised to launch a larger member of its 787 Dreamliner jetliner family to meet demand for long-haul travel within Asia and other long-haul routes, sources told Reuters on Thursday.

    Long-discussed plans for a 323-seat version of the 787 are likely to be formally announced at next week's Paris Airshow, the sources said, confirming a Wall Street Journal report.

    "We have no comment on the report but we are engaged in discussions with customers on a potential new member of the 787 family," a Boeing spokesman said.

    The arrival of a new 787 version has been well anticipated, especially after Singapore Airlines Ltd recently made a provisional commitment to buy the new $300 million plane if Boeing decided to go ahead and build it.

    Boeing's plans attracted attention on the eve of the maiden flight of the Airbus A350, which will compete for many of the same buyers. Both aircraft are made of lightweight carbon composites to help airlines save fuel. The A350 is expected to take to the skies in Toulouse, southwestern France on Friday.

    British Airways parent IAG has an option to buy more Dreamliners and there has been speculation it will use some of these to buy the larger version, known as the 787-10.

    U.S. lessor Air Lease Corp has been offering suggestions on the design and has publicly expressed interest in the 787-10. United Airlines has also backed it.

    The sources, who asked not to be named, said other airlines could also be part of an early pool of buyers to give the plane a commercial boost. Later, Germany's Lufthansa is expected to look closely at the plane, they said.

    The "stretched" 787-10 will have a longer fuselage and carry more passengers than the two Dreamliner models currently on the market, but offer less range. Boeing says that will suit airlines flying regional traffic across Asia or serving many points between continents.

    Offering more seats without making airlines pay for range they do not need can make an aircraft more economic to run.

    The airplane has been discussed for several years but took time to come to fruition as Boeing faced production delays on smaller models and a three-month grounding of its Dreamliner fleet earlier this year due to battery problems.

    Airbus, owned by European aerospace and defense company EADS , and Boeing have clashed about the 787-10 even before the air show starts.

    Airbus officials say stretching the 787 will force the aircraft to sacrifice too much range, repeating the fate of a previous-generation model, the 767-400ER, which failed to attract significant orders.

    Boeing executives say the 787's base model starts with a much longer stride, having exceptional range due to its lightweight structure.

    Growing competition for the next generation of wide-body jets is expected to dominate the show, which starts on Monday.

    Facebook got 9,000-10,000 government data requests in second half 2012

    SAN FRANCISCO (Reuters) - Facebook Inc received between 9,000 and 10,000 requests for user data from various U.S. government entities in 2012's second half, involving 18,000 to 19,000 of its users' accounts, the world's largest social network said in a Friday blogpost.

    The company said it released the information after reaching a deal about disclosures with U.S. national security authorities.

    Altitude may affect the way language is spoken

    June 12, 2013 ? Language is formed by giving meaning to sounds and stringing together these meaningful expressions to communicate feelings and ideas. Until recently most linguists believed that the relationship between the structure of language and the natural world was mainly the influence of the environment on vocabulary. Now, a new study published in the June 12 edition of PLOS ONE shows that there is a link between geographical elevation and the way language is spoken.

    The study reveals that languages containing ejective consonants are spoken mainly in regions of high elevation. Ejectives are sounds produced with an intensive burst of air, and are not found in the English language.

    The findings show that 87 percent of the languages with ejectives included in the study are located within 500 km of a region of high elevation on all continents. The findings also indicate that as elevation increases, so does the likelihood of languages with ejectives.

    "This is really strong evidence that geography does influence phonology?the sound system of languages," says Caleb Everett, associate professor of anthropology, in the College of Arts and Sciences at the University of Miami and author of the study. The study is titled "Evidence for Direct Geographic Influences on Linguistic Sounds: The case of ejectives."

    An area of high elevation is defined as exceeding 1500m above sea level. Most of the inhabitable high altitude areas of the world are found in six regions, including the North American Cordillera; the Andes and the Andean altiplano; the southern African plateau; the plateau of the east African rift and the Ethiopian highlands; the Caucasus range and Javakheti plateau; and the Tibetan plateau and surrounding plateaus.

    For this project, Everett analyzed the locations of about 600 representative languages, of the 7000 or so languages of the world. Ninety two of this sample had ejectives. He utilized the World Atlas of Linguistic Structures?the most comprehensive survey of linguistic sounds. Everett imported the coordinates of these languages into the geographic software of Google Earth and ArcGIS v. 10.0, then superimposed the locations of these sound systems on the world's landscape to analyze the patterns.

    The results show a strong correlation between high altitude and the presence of ejectives in languages on, or near, five of the six major high altitude regions on earth where people live. The relationship is difficult to explain by other factors, according to Everett.

    "I was really surprised when I looked at the data and saw that it correlated so well," Everett says. "It really does not rely very much on my interpretation, the evidence of a relationship between altitude and language is there."

    According to the results, the only region with high elevation where languages with ejectives are absent is the large Tibetan plateau and the adjacent areas. People of this region have a unique adaptation to high altitude that may account for this fact.

    "Ejectives are produced by creating a pocket of air in the pharynx then compressing it." Everett says. "Since air pressure decreases with altitude and it takes less effort to compress less dense air, I speculate that it's easier to produce these sounds at high altitude."

    To make these sounds, the body uses air that is not pulmonic, this may reduce the amount of air exhaled from the lungs and decrease dehydration in high altitudes, the study suggests.

    Previous studies have shown that Tibetan people breathe at a faster rate than other high altitude populations. This is believed to be an adaptation to the climate and results in a reduction of the effects of hypoxia in high altitude.

    The findings show an interesting pattern between elevation and ejectives appearing on all major land masses and reflecting a positive correlation between the two. Everett is now looking at other possible connections between geography and the way language is spoken.
